เรื่องราวของการแข่งในภาค Heat นี้ ถูกเซทขึ้นที่เมือง Palm City ซึ่ง Location แทบจะเรียกได้ว่าจำลองเมือง Miami ในรัฐ Florida ของประเทศสหรัฐอเมริกาขึ้นมา
โดยมีบทนำระหว่างหัวหน้าตำรวจนาม Frank Mercer ได้ส่งสารถึงนักแข่งทางโทรทัศน์ และออกประกาศ พร้อมหมายหัวที่จะกวาดล้างเหล่าบรรดาแก๊งค์นักซิ่ง ให้หมดไปจากเมือง Palm City แถมยังลงพื้นที่ไล่ล่าด้วยตัวเอง ทำให้เหล่านักซิ่งแก๊งค์ต่างๆเริ่มถอดใจ ทยอยกันหลบยอมแพ้และหนีออกจากเมือง
แต่ก็ยังมีคู่พี่น้องตระกูล Rivera ที่ไม่ยอมแพ้พร้อมจะต่อกรกับกฎหมาย อิทธิพลป่าเถื่อนบ้าอำนาจดิ้นรนสู้กับเหล่าตำรวจของ Frank Mercer รวมถึงตัวเอกเราซึ่งอยู่ในทีมของ Rivera ด้วยเช่นกัน
